Lots and lots of resons for why people are in highsec as well as some ways to force people out into lowsec.
Personally Im not too bothered about lowsec, I go there when I want and stay out of it when I want but the important thing here is that this is my choise.
In order to fix something you have to first identify the problem, then you have to analyse the reason for the problem being there and lastly you have to fix the problem.
The "problem" in this thread is that high sec empire is overpopulated. This is actually only partly true, some systems like Rens, Oursalert, Jita... have been seriously overpopulated but a large number of highsec systems are far from overpopulated and can infact take a considerably larger load.
The problem that most of the "force people out into lowsec" people are considering is the "problem" that there are too few targets for lowsec pirates (they in no way consider the overpopulation problem, that is only a pretext). In my opinion that however is not a problem as that has more to do with the pirate and his lazyness as oposed to number of targets.
If we then look at the problem of overpopulated highsec systems and what to do with them. The first thing we have to do is to identify why so many people are in those specific systems.
The original power has actually identified most of the reasons correctly.
People will cluster round the top agents to do missions for them, they will also clusert round the market hubs, if you look at for example Oursalert, and Rens you will notice that thise two systems were both at once.
As far as I have gathered (never done any missions in any hub apart from important storyline missions) RMR should have seen a number of hub agents moving to eleviate the strain on those systems, this is good especially if the agents move to as similar positions as possible (ie from a 0.5 system to a 0.5 system).
The demand that there should only be lev 1 and 2 agents in hisec however is just silly, people have moved from lowsec into highsec for a reason and that reason is to get away from what they see as ganking, moving out the lev 3 and 4 agents will thus initially create a migration out into lowsec but in a very short time the average player who just want to have some fun playing the game will run into a gank and move straight back into highsec, as the fun then is removed ods are EvE will lose subscribers and that goes against what CCP wants.
Thus, there are 2 problems that have to be dealt with at the moment, #1: clustering in hubs. The most important thing here is to move high level high quality agents away from the hubs and routes, to some extent the market hubs will follow the mission runners but as much of the market will keep using the current market hubs this will bring down peak systems somewhat.
#2: CCP wants more people to go into lowsec and more important to 0.0. In RMR a few things were done that will encourage people into heading out into lowsec but most are only secondary effects. What really is needed is a complete overhaul of outlaw location systems, the bounty hunter possibilities and the way piracy works in lowsec. Firstly the lame gatecamping should be made even more difficult, atleast in the systems closest to highsec space, warpjamming, tracking disrupting... NPC turrets at the gates closest to highsec space could be a way to go as this will force the camper to configure his ship differently or have to have more buddies present. Another way could be to have faction guards that engage the campers meening you arent safe at 100-150km from the turrets.
This will allow players to with a higher safety leave highsec and get to know the workings in lowsec.
After all the mantra of the game is risk vs reward and if you compare the risk vs reward ratio between a lowsec camper with for example a lowsec hauler you will soon see the mantra is way off at the moment.
